The Campus Master Plan provides a framework for the physical development of the University’s main and downtown campuses over the next ten to twenty years. It provides direction for growth from 12,000 to 16,000 students. The Plan guides the siting of new buildings and the development of open spaces. It recommends capital improvements to enhance the identity, accessibility, and livability of the campus. The Plan accommodates growth and a new downtown campus.

Guidelines for the location and orientation of buildings, vegetation, and pathways ensure that new construction fits into a coherent campus scheme while preserving flexibility for unforeseen opportunities and for implementation according to University needs.
Accommodates continued growth and strengthens campus community by developing a well-defined campus core through infill construction, increased density, and the creation of a central pedestrian zone.
Improves the pedestrian experience by developing pedestrian circulation and supporting transportation that provides protection from the harsh climate.
Creates a clear sense of arrival and clarity by defining gateways and circulation patterns, and by establishing a hierarchy of landscape and open spaces. Open spaces, landscape, streets and walks provide clear and accessible connections through the campus.
Aligns traffic, parking, and vehicular circulation for commuter, service, and emergency access. Reinforces transit and bicycle connections between the downtown campus and the main campus.
Provides for on-campus student housing to accommodate enrollment growth. Increases the availability and desirability of student housing by defining student housing and neighborhood mixed-use districts adjacent to both campuses.
Establishes a land bank that preserves high-visibility agricultural land. Maintains a clear urban-rural interface
Provides for public-private partnerships to sustain the University, provide employment, and fund improvements not funded by the state.
